Antigua has led the way in the introduction of Boatmaster courses for professional Captains in the Caribbean and has now become a hub for training of professionals from many other islands.
The Small Craft Control Act 2015 now seeks to address the situation for leisure users and for commercial operators of small craft previously excluded from legislation such as Personal Water Craft [Jetskis], watersports divisions at hotels and clubs. The Draft Regulations and Code of Practice are still with Legal department but are due for ratification shortly. The key points as it relates to Leisure users are summarised below and we will publicise more detail as it is published
The Small Craft Control Act 2015 applies to all small craft under 24 metres/ 78 feet in length.
ADOMS [Antigua & Barbuda Department of Marine Services] will apply the regulations, with some exceptions.
Non power under 5 metre small pleasure craft will be on a voluntary scheme. This applies to owners of kayaks, paddle boards, windsurf boards, sailing boats (Hobie cats) etc. who operate only for pleasure purposes. ADOMS require to have data on all the small craft deployed in Antigua & Barbuda waters.
Evidence of competence for existing vessel users (prior to 1 January 2016), who have no formal certification, can be a verified statement/objective evidence, based on practical experience. New operators will be required to have completed a relevant certified training course.
Where an operator is renting out his small craft (under vendor's licence, or at resort watersports) then evidence of certified training is required.
Registered fishing vessels, which are engaged in commercial fishing operations are exempted. If engaged in sport fishing, or recreational fishing, then in addition to a fishing licence, these small craft require a licence and safety certificate from ADOMS.
Acceptable courses include, but are not limited to, Boatmaster , RYA Powerboat and Sailing courses, ASA, US Sailing, ICC [International Certificate of Competence] We would be happy to discuss the' needs for your specific vessel
